The principal objectives of both the AQSA &
CIQS are as follows:
- Provision of professional costing, value and estimating advice to
individuals and organizations actively or peripherally involved in
finance or cost management of property development projects
- Collaboration with other professions and organizations in the
interests of the property development industry as a whole
- Promotion and advancement of the professional status and gainful
employment of quantity surveyors and certified cost estimators
- Establishment and maintenance of a high level of professional
competence and integrity through well-developed education and
continuing professional development programs
- Promotion of fellowship and an interchange of current construction
and value knowledge and other topics of interest to members
- Discipline of any members infringing upon the aims and objectives of
the Association

The
Professional Quantity Surveyor (PQS)
A PQS is a person who, by virtue of training, experience and
qualifications, is capable of, among other services:
- Preparation of economic feasibility studies
- Construction cost planning advice
- Preparation of tender documentation
- Checking and analyzing tenders
- Management, administration and coordination of all types of
development projects
- Preparation of construction schedules
- Development and implementation of cost control systems
- Evaluation of changes and claims and negotiation of final accounts
- Conducting arbitrations and acting as an expert witness
- Conducting and reporting on value management workshops

The Construction Estimator
Certified (CEC)
A CEC is capable of performing the duties listed above,
in addition to the following:
- Preparing quantity take-offs for various types of construction
- Pre-qualifying subcontractors, suppliers or products
- Preparing change orders
- Pricing and preparing formal tender submissions
- Managing, administering and coordinating construction projects
- Conducting pre-bid negotiations with subcontractors and suppliers
- Negotiating contracts with clients
- Verifying subcontractor and supplier payment claims
- Pricing and negotiating change orders
- Preparing construction progress schedules
- Preparing monthly cost forecasts and progress claims
- Recording final unit prices for database references
